Mihai Morar, Associate Albu Legal, participated in the debate regarding the territorial, material and personal competence of the European Public Prosecutor’s Office, discussing as such about criminal offences and persons targeted by the EPPO investigations, an event organized by Editura Universul Juridic.

Mihai’s intervention addressed the possibility of challenging the competence of the European Public Prosecutor’s Office, the lack of competence consequences from the perspective of the validity of criminal prosecution acts, as well as the shortcomings of the national legislation in regards to the authority designated to solve conflicts of competence that might arise between the national investigation bodies and the EPPO. In addition, he pointed out some key aspects on EPPO’s material competence, given that these provisions set out the full sphere of power of the institution, with reference to both the applicable national law and the EPPO 2021 Activity Report.
